NROTC without Scholarship?

I'm currently applying to USNA and for a NROTC scholarship. If I do not get into USNA my backup plan is to do NROTC at a school I have already gotten into. My question is if I do not receive a NROTC scholarship is there a way for me to join NROTC without being on a scholarship?

If so do I have to apply/compete for a spot? Do I receive any financial benefits (i.e. monthly stipend)? Do I have to pay for uniforms?
 
You can join the college program. Once you are part of the college program, you can compete for side load scholarships. Talk to the NROTC unit at the school you plan to attend.

So if USNA doesn't work out (which I'm hoping will not be the case), what should my plan of action be if I am not awarded an NROTC scholarship? Should I contact the NROTC Unit and tell them I'm interested in joining? Is there an application process for it? When should I do this, as soon as possible or at the beginning of the school year?
