My State doesn’t automatically issue Real IDs. They’re just starting the process now. NSI requires a real ID. Can my DS bring his passport if he does not get his real ID on time? Will the passport count as a real ID? Thank you.

Yes, it should. However, have your son check directly with NROTC admissions and staff. He will have plenty of time to make plans accordingly with their response as he is not alone in having the Real-ID issue.

The main reason behind the Real ID requirement is to avoid issues with people boarding a plane to get to NSI. The passport will avoid that issue. Nevertheless, checking with the team at NSTC is the right thing to do so there aren't last minute surprises. And in some states, showing up at the DMV with a print out of the NSI requirement can help speed the process along.

I've used my Passport ID card the last year or so for air travel. I finally renewed DL with a Real ID last week. The Passport ID card can be used, lieu of actual Passport, at border crossings into Canada and Mexico. It was an add-on when I last renewed Passport.
