I am not arguing with you only pointing out that the original post was "What does the "Obama Budget" do to the funding of USMMA. Your concerns and fears wether I think founded or unfounded have to do with the overall DoD Budget and Appropriations as well as the anticipated future budget for the same - what around DoD Circles in DC is referred to as the POM.
As to the original question recognize that the current budget (GFY 2011) runs from 1 October 2010 through 30 September 2011. It is the budget in which the Department of Transportation and MARAD requested ~$100M for the USMMA - that budget as of this moment remains unapproved by Congress and the Federal Government as a whole right now is operating under what is called a Continuing Resolution or CR - under CR Federal Agencies are authorized to operate under their prior year's approved funding levels so technically USMMA today is operating under a budget based on GFY 2010 (9/2009 - 9/2010) levels. The USMMA is to my knowledge one of only two items in the DOT 2010 budget that was significantly increased. Further I have not looked at the latest budget from the President's Administration - the proposed one that hit the papers earlier this week but my expectation and understanding is that the funding level proposed is in keeping with what Secretary LaHood and Administrator Matsuda has led interested groups to expect - basically at the levels described in the GFY2011 levels for GFY2012.
That said as all can see the new Congress, particularly the House of Reps is clearly pushing for deeper cuts still and at some point we'll know if the proposed level of funding for USMMA is safe from additional changes from the Legislative branch of our Government for GFY2012. That said I wouldn't expect that to really be known much better than it is before this summer after the responsible House and Senate Staffs have looked at the proposals and made their inputs.
