Pennsylvania Nominations?

Senator Toomey posted his nominations but only those that also have received an appointment:

I see from this press release, that Senator Toomey has 4 appointments to the Naval Academy. Can someone explain how that could be? I'm sure I just don't understand this process as I thought they were allotted the same number at the NA for any given year, as the Congressmen…basically one slot per year. Do these appointments get charged to the District in which the candidate lives?
 
Confused also,

1 AFA, 2 USMMA, 4 USNA, 0 USMA. So all who Interviewed for Toomey's Nomination interested in the USMA were doing so when no Nomination existed, or just that the top Candidates in his Committee's mind were not interested in the USMA?

You're reading way too much into this. It could be 3 of them had LOAs so the mere nomination got them the appointment, but they were slotted somewhere else for some reason (maybe to their congressional rep). However, because they were on his slate he will of course take some credit for it. Alternatively, he might have had multiple slots open at the Naval Academy because some folks dropped out. Or it could be a combination of the two or even other reasons. You do understand the process properly, you're just not considering all the nuances.

Or it could be, since he was only mentioning folks who had already been appointed, that USMA hasn't made the appointment for his slate yet. I certainly don't think they would have been doing interviews for USMA if the Senator had no open slots for USMA.
