Are their any stats available on how many LOA's are offered that do not turn into an appointment, whether due to no nomination received or whatever?

I've never seen such stats and I would guess -- and it's only a guess -- that the number of LOA candidates who are OK medically and still don't get in is rather small. I would guess that the overwhelming of LOA candidates who are medically qualified end up with appointments.

However, in the past, there has been a misimpression of an LOA as a "golden ticket" (with apologies to Willy Wonka). That, if one received an LOA, USNA would "find" a nom. I just want people to understand that it is a very good sign but not a "guarantee." And, as others have said, the overwhelming majority of appointees do NOT receive LOAs. So, if you don't get one, don't be discouraged.
 
A nomination does not have to be "found' -- The Supe has 50 nominations at his personal discretion (see USC Title 10) -- LOA's are to folks they want - and might go somewhere else if an early commitment isn't made. Most of them will get a nom on their own - and if not nominated for some reason (ie highly competitive district - or late appointment timeline) the Academy can get them a nom (which, with LOA, equals an appt if otherwise complete) rather than lose them to another institution.

Others will turn down the LOA/an appointment for another choice - because they have options.

Especially true for recruited athletes -- if the coach wants them on the team -- they will get them a nom/appointment offer in time to compete against alternatives
