If a cadet is not able to get all 10 flights during the Powered Flight course due to wind or other weather conditions, is there an alternative to completing the course during the school year?

In all likelihood, no. There is enough demand for the course to fill the slots, so cadets won't be scheduled twice. Sometimes weather can just be tough luck. I only got 5 flights in when I took powered flight during the fall semester.
 
Son only got 3 flights in last summer during the huge COS wildfire. USAFA's airfield was used for staging area for airborne firefighters.
