Presidental noms

Is it safe to assume if someone was a presidental nom and application in and complete for several months, that their WPS is not high enough to be appointed using their presidental? In other words... Do the SA appoint all the presidentals noms early in the process and at this point the 100 noms have been used or do they hold out to match noms and charge candidates to MOC noms if they receive more than 1 nom?
 
Pres noms are non-competitive, meaning everyone eligible for one gets one. As a result, there are MANY more Pres nominees than appointees. The ONLY folks with Pres noms who typically hear early on are those with LOAs.

For most of those with Pres noms, USNA (and I assume the other SAs) waits until the MOC noms are in to see who has which noms. Some with Pres noms also receive one or more MOC noms. Then USNA determines to whom to offer appointments.

So, to answer your question, it's not that the candidate's qualifications aren't "good enough;" it's more that the SA wants to assess all of its options in terms of whether to offer the candidate an appt and, if so, to which source to slot/allocate that candidate. That's why most people hear in Feb/Mar.
 
Usna 1985- thank you for your reply! That was exactly what I was hoping to hear. DS is 3q with 2 noms ( pres and MOC) but MOC uses principle method and was clear that he would not give that to any candidate who already had 1 nom. So our waiting continues...
