question about the number of nominees

The list of Senatorial nominees came out today and I counted the nominees to West Point. I know that each MOC can nominate up to ten people for each slot, and for one senator there were 16 USMA nominees and 18 for the other senator. Does this mean they each have more than one slot available or is there another reason that I am missing out on?
 
I would say that yes, they each had two slots. ANd they didn't have twenty they wished to offer nominations to......

That would be not uncommon. Several years we've made recommendations to my MOC that he only nominate X candidates when he could have nominated Y.

Quality, not quantity.

Sole Nominee to USMA

What if only one person is nominated in a particular district. If the congressman uses a competitive method and does not designate that person as a primary candidate, will they get an appointment? This is assuming they are otherwise qualified by admissions.
