Question on Appointment Acceptance Instructions

My son has a similar problem: he has a Certificate of Birth Abroad. Notary here won't notarize a copy. Dept of State says 4 - 8 weeks to get a copy, AFTER I send a notarized letter and the original(!).

I'm stationed in Germany, so finding a different Notary isn't really an option, and I don't want to send the original to the GCA. He sent a photocopy of his birth certificate with his acceptance package: will this suffice until we can get a certified copy? Will the CGA accept a photocopy if it's certified as a copy by a military officer?
