I was told multiple times that there can be no more than 5 students from a district at one academy at any give time. But I was also told that some districts in Maryland send multiple people from one district to USNA every year, and that would exceed the limit of 5 at a time. This doesnt add up, are one of these statements false or is there more to what I am trying to understand.

It's simple, but can be a very confusing issue. Here are the rules.

1. ALL individuals who receive an appointment to the academies (Except for Coast guard) MUST have a nomination.
2. For air force, army, and navy, no senator or representative can have more than 5 cadets at the academy that are CHARGED TO THEIR SLOTS!!! (This is the important key)
3. After the senators and representative's slots have been filled, that's only about HALF OF THE CLASS. (Approximately 500-600) The academy has to fill the other half
4. The academy fills the military nomination slots such as presidential, VP, ROTC, etc.... This still leave MORE slots left in order to "FILL THE CLASS". Anywhere from 200-500 slots, depending on how many they are letting into the 3 service academies in question that year.
5. THIS IS THE IMPORTANT FACTOR FOR YOUR QUESTION: All individuals who didn't get the SLOT from their senator or representative, are placed into the National Pool. This is where the academy will select the remaining 200-500 to FILL THE CLASS. All of these individuals WERE on their senator or representative's slate. They ALL have nominations. "That is necessary in order to receive an appointment". However; these 200-500 (Even if they ALL came from the SAME STATE or DISTRICT, are NOT CHARGED against that state's senator or representative's maximum of 5 cadets at the academy at any one time. Yes, they have a nomination from the senator or representative, but they aren't charged to the max number. They are simply selected to "FILL THE REMAINDER OF THE CLASS".

So, as you can see, between this and presidentials, vp, rotc, etc... a single representative can "SAY" that s/he has 10 people at the academy. They might have 10 "CONSTITUENTS" at the academy, but all 10 aren't charged to their maximum slot of 5 individuals. Hope this explains it. mike....
