I was on the USNA site and it says that 1500 people are offered admission but 1200 become midshipmen.

What happens to the other 300? DO they decide not to go? or do they cut down on appointments?

Every year, there are those who decline their USNA appointment in favor of another academy, ROTC, or another civilian college.

Every academy "overbooks" in this way, relying on their vast admissions statistics to get a good handle on how many appointments they need to award to get to the desired class size.
