Well I stand corrected, I assumed if you were complete and moving on to candidate review that you had already met basic criteria and would be considered qualified....No, the statement above isn't true. Unless offered an LOA, all candidates will see that status once they completed their entire application. That status will not change (and is not an indication of triple qualification status) until offered some variation of an appointment (fully qualified offer or LOA), NAPS, or Foundation. So, do not assume that "Complete Pending Review" means a candidate is triple qualified....as 5,000+ candidates will likely see this.
