I recently received the 4-year ROTC scholarship to The Citadel and have accepted it; with hopes to transfer it to VMI, but still happy with The Citadel. Anyways, on the scholarship letter it says I need to fill out the SF-86 for National Security Clearance and have it on my first day of enrollment. What is this form for? What does it Enable a scholarship cadet to do? Also, it states that I am allowed air fare within the united states as a cadet. What does this entail? Also, this form is about 130 pages, do I need to print all of this off and packet it for the first day at The Citadel, VMI or West Point?

I am very familar with that form. That's the form for your background investigation for a security clearance. You will need to fill it out so that they can get started on your background investigation. Follow the directions strictly. Be absolutely sure to fill it out completely and utterly honestly. Do not fail to disclose.
 
I too am familiar with that form. I am a security manager in the AF.
Some tips -

Fill it out EXACTLY as written- any thing different will cause delay.
Have no gaps in timelines, they will notice and ask more questions. This goes for housing, job, school.
Keep a copy when you're done. Depending on the clearance you get you could have to do that fun form again in 5 years. You don't want to have to re track down those addresses,
For names of people, middle initials are required!
Be honest and open!
 
You will be getting a nice email from a man working for Citadel AROTC eventually, around June 1 of next year or so. In it will be a massive list of paperwork. The Citadel has gone to the gracious trouble of providing you with completed example versions of the more complex documents you will need to complete.

I would not worry about the SF86 until then, unless the Army directs you otherwise. You will get much assistance from The Citadel in this matter. They will host a meeting in Buyer Auditorium of Mark Clark Hall for scholarship recipients the day before Matriculation Day, and you will be expected to attend. This meeting is to facilitate the reception of your paperwork and for Citadel AROTC's massive staff to ensure that you have done it all correctly. Citadel AROTC strives at great length to make sure that you will have no trouble contracting, and getting the SF86 right is part of that.
