Would I be allowed to reapply for USAFA or USNA if I attend an Army ROTC program? I was awarded a 3yr Army ROTC scholarship to TAMU (looking at getting it changed to ERAU @ Daytona Beach), but I do not know if I will be able to reapply to USAFA or USNA next year since it is Army.

There is nothing that I am aware of that disqualifies an Army ROTC cadet from re-applying to USNA or USAFA. My DS, who is an MS-I briefly considered reapplying to USNA, but found he really enjoyed his current Battalion.

I am unsure if your AROTC unit would be able to offer an AROTC nomination to USNA though.
Perhaps someone else like @clarksonarmy would know this.

ROTC nominations are limited to 20 appointments total. So it is highly recommended that you seek a nomination from as many sources as possible. But your AROTC unit cannot nominate to USNA or USAF.

From USNA
Naval Reserve Officers Training Corps (NROTC, NJROTC, MCJROTC), Honor Naval and Military Schools:
All Navy ROTC units and all Navy and Marine Corps JROTC units are eligible to nominate three candidates each. All Navy and Marine Corps Honor Units with Distinction are eligible to nominate an additional three candidates each. All Army and Air Force Honor Units with Distinction are also eligible to nominate three candidates. All Army and Air Force units must submit a copy of their orders along with the completed nomination form available online.
And from USAF
Members of college and high school honor Air Force Reserve Officer Training Corps (AFROTC and AFJROTC) units may also apply in this category. Five students from each detachment may be nominated to compete for the authorized vacancies. Students should apply for a nomination to their professor of aerospace studies or aerospace science instructor who will recommend nominees to the head of the institution.
