Reason for TWE?

In my understanding I am aware that the TWE=rejection letter. But my questions is- in what part of the admission process does a candidate get a TWE or rejected?

Does a candidate get rejected during the process when the admissions committee and the RCs go over the candidates file to determine whether he or she will be 3Q'd?

Im assuming that the candidate won't receive a rejection letter until later once they are 3Q'd because once 3Q'd, they would automatically be placed in the National pool.

Is my understanding of how the TWE works correct? any input will be great!
 
TWE is purely a service academy forum term which invariably leads to some of the confusion. West Point has many different closure methods.

Qualified Not Selected (QNS) is the letter that is most appropriately associated with the TWE and it is for candidates that are fully qualified (3Q + Nomination). Anything less and you weren't ever in the running for an appointment/offer anyway so you couldn't receive a TWE. You may or may not have ever received a 3Q letter. In fact the QNS letter may be the notification that you were even qualified, but the RC was not going to string you along to believe you had a chance of gaining admission that year.

Other methods/letters for closing files are listed below and there will be correspondence that comes in a thin white envelope, but isn't one since you were never really competing for an offer. These happen at different times during the process, of which could include when the RC goes to review your file for qualification.
Closed for Medical Disqualification (whether or not a waiver is requested).
Disqualified (academically) but not offered admission to USMAPS.
Closed for not completing the application
Closed for not recieving a nomination
CFA failure/physical disqualification
Closed for inactivity
Closed for failing to meet minimum screening criteria/not given access to the main application
