If I am interested in playing a sport at USMA that has an RQ, would it help if I sent in one of these as far as chances for admission because they know I display an interest in not only attending but playing a sport there?

from what i know as a usma recruited athlete, in terms of support for admissions decisions, you want the ODIA (official department of intercollegiate athletics?) supporting your candidacy. To get this, you typically have to have been invited for an official varsity recruiting trip by that coach to usma (usually over the fall) and show commitment to the Army team by letting the coach know that West Point is your #1 choice. With good grades/SAT scores, you will stand a good shot of the ODIA strongly backing up your file to land you an appointment.

For swimming i didn't have to fill out a RQ, i emailed the coach my times and was able to receive an LOA along with an invitation for a recruiting trip.

I believe the RQ's are mainly for juniors who are interested in West Point to fill out to give the coach's a sense of how strong they are in their sport which can subsequently lead to official ODIA visits in their senior year.
Filling one out may help you in other ways, but I can't say for sure where it might come into play
