Recurrent benign tumor

I have had an ameloblastoma tumor in my jaw taken out twice (latest surgery just last Christmas). It doesn't even cause pain or impact my physical activities. I got the letter that says I'm disqualified, but a waiver request has been sent in. I've already cried a lot over this because I need this scholarship to afford college. It really bothers me that this tumor is lumped together with "malignancy/blood/blood forming diseases" when my tumor has never put me in the kind of ill health that the other mentioned diseases would.

In the event that my waiver doesn't pull through, how can I appeal?
