The portal opens because your RC makes a determination that you might be a competitive candidate. That is the initial evaluation that is pending for most candidates now.

Each RC has their own level of risk that they will allow when opening up a file. Unless you are a recruited athlete, a minority (as defined by West Point for admissions), or a Soldier, that RC is going to make the determination. If you think that they are going to open a bunch of at risk files (500 SAT scores for example), then you are mistaken because at the end of the day, they have relatively few individuals that they can put into the prep school. Most candidates that are no where near that threshold will have their file opened with little review. The further down you are, the more scrutiny it will get (and why it is of your benefit to do the things to help your RC make a decision in your favor like sending in your transcripts even if no one has requested them).

Does it work the same way with DodMERB? Like if they don't think I'm good enough can the DodMERB section just never open for me and I just never have the opportunity to finish my application? Or does everyone get DodMERB opened? Because I read some threads of people being requested to do DodMERB with less done in their application than I have done.

Does it work the same way with DodMERB?

A bit of both - you need to complete a certain amount of the application in order for WP to request your DoDMERB exam. It is the same for all the academies and ROTC so if you already have results, it will be quick to transfer results, but they still are charged for it. For 99% of applicants, if they open your application, then they are likely to request your medical because you are a competitive candidate. Every now and then, a candidate will convince an RC to open their application even though they have almost no chance of gaining admission and the RC might not request medical. If they opened everyone's application, then at some point, they would likely have to get much more draconian about who gets a medical exam. Ultimately, there are a finite amount of exam requests each SA can request from DoDMERB (based on contracts and $$$ from congressional appropriations), but if the RCs manage their candidate pool correctly, it is not an issue/limiting factor.

Thanks for your help! Good news, I've been requested to schedule my DoDMERB Exam so I'm not worried anymore! Thank you everyone for your help and I hope I helped anyone that needed it.
