Request medical waiver from SMCs?

DS has been accepted to The Citadel and Norwich but is holding out hope for USNA appointment or Prep/Foundation opportunity. Applied but did not receive NROTC-MO scholarship. DoDMERB status since Feb 6: DQ pending USNA review-waiver.

Is it prudent and appropriate for DS to contact SMCs (at least 1st choice Citadel) to ask that they request a waiver or should he wait for presumably TWE ?
 
Sorry ignore previous post I misunderstood the process. A helpful poster from another thread indicated that if DS does not have ROTC scholarship and plans to attend SMC the medical qualification doesn't come into play until he is ready to contract.
