ROTC cadet reapplying to USMA

My son will be reapplying to USMA as an ROTC cadet at an out of state university? Does he apply to MOCs in our home state for nominations or to MOCs in the state where he is going to school?

State of residency. If the state he goes to school in is someplace with very little competition and he/she was able to get residency (license, voters card, etc.) it might be something to consider. Most states have clamped down on college kids switching their state of residency.
