Is it common to lose state grants as well as a financial aid scholarships when you are awarded an ROTC scholarship?

Depends on the grant, financial aid, and scholarship, and the school.

My son lost a state tuition exchange scholarship when he received his scholarship. The scholarship basically brought the OOS tuition down to IS. It was a moot point since the scholarship covered the tuition.

You would need to check with the school.

It all depends upon the state and the type of grant.

Need-based grants from a school almost always are reduced or eliminated.

Grants based upon GPA and/or Test Scores (ACT/SAT) are a mixed bunch. Mostly it depends upon whether the proceeds are funded by the state (lottery type scholarships) which tend to be OK. University funded grants are less likely to be retained. Many of them are "tuition discounts" which apply to tuition due. When you don't owe any tuition, you don't get these grants. If your son attends a university where the R&B is close in cost to the tuition (typically in-state publics), you might consider applying the ROTC scholarship to the R&B. The FA department at the school will let you know whether this would preserve the tuition grant or not.

The final word always lies with the FA department at the school.

My son lost his state grant and a financial aid scholarship that VMI had awarded him when he got his AROTC scholarship. But he was still eligible for federal loans. But I would rather have the scholarship!

FAFSA is a form (online these days) that students and their families fill out to qualify for Federal aid. This aid includes Pell Grants and Federally funded student loans.

All Federal financial aid is unaffected by ROTC scholarships.

That being said, most colleges use the reports from FAFSA to base their need-based aid awards. Colleges award their need-based awards on their own criteria.
