I have to commit or decline to the Army ROTC scholarship by the 19th but I have yet to hear back from SAs, Air Fore ROTC, and NROTC Marine Option. Can I accept the offer and then later decline, and accept another scholarship?

Nothing in that very nondescript accept/decline form binds you to anything. Additionally, you still need to get DODMERB qualified, and pass your APFT in the fall.

Just a reminder, if you do get a better offer please let Cadet Command know ASAP that you would like to decline to offer, so that scholarship can go to the next in line.
