I've received a 4 year marine option scholarship to villanova university, which covers the tuition plus a stipend. however, room and board is going to run me probably another 30k over the 4 years, which might be difficult. So if i've received ROTC money, am i still eligible for scholarships/grants from the university? In other words, does my "calculated need" from the FAFSA factor in the scholarship? I would really really rather not take out any loans...

It is my understanding that you do NOT show the NROTC scholarship as income or anything on FASA - also you do not show the stipend - i believe someone has answered this before and can quote necessary text.

File the FAFSA

You should file the FAFSA as you can still potentially qualify for any need based aid (federal Pell or SEOG and state money if available). Even if you qualified for a full Pell award it would not be enough to cover room and board of $7500 a year. Institutional money depends on the policy of the school attending and so you should check with Villanova directly. If you did have to borrow some loan money the Army has loan forgiveness options.
