I will be needing letters of recommendation for my MOCs, civilian schools and ROTC schools.
I do not think a teacher will wish to write multiple letters for me, so should these letters comment on general leadership, determination, etc rather than specifically my potential success as an officer?

In short, yes. They are civilians- the academies and ROTCs don't need to know if they think you'll be a good officer. They need to know what sort of impression you have made upon your teachers since you have known them, as a student and leader of character.

I would get different letters for anything SA related.......you want those letters to speak very specifically to your desire to attend USXA. With today's word processing, a letter writer can wordsmith two letters without too much difficulty and still get the letters specific to the college/university/service academy........

Make it easy for the letter writers. Give them your resume. Ask them to expound upon a specific event from your resume. Tell them why you want to attend USXA, State U, whatever.
