What happens if you apply for and receive alot of scholarship money and then get into one of the academies? Do you have to tell the people to keep the money? Or can you still use it for costs normally covered by the monthly stipend at the academies?

To my knowledge, you can use the scholarship money to pay for the $2000 initial deposit. If the scholarship is not explicitly limited to tuition, books etc (aka cash-check) you can have them send it to your cadet account.

What if the scholarship isn't cash but it covers "books, expenses, fees, tuition, room and board etc"? Can that be used to pay for things that are usually automatically withdrawn from the cadet payments to add more available discretionary income?

this is a quote from the "instructions for candidates offered admission"

    SCHOLARSHIPS
Cadets are permitted to receive scholarships.
However, since there is no tuition,
room or board charges at West Point,
    scholarships stipulated “for tuition, room
or board only,” or based on need rather
than merit cannot be accepted. If your
scholarship can be used for textbooks,
uniforms, and other expenses, inform the
donor to make it payable to the “Treasurer,
    USMA.” Most scholarships received at
the West Point are privately funded from
    corporations, religious groups, memorial
    funds, clubs/foundations and civic organizations.
Scholarship monies can be used to
offset, dollar for dollar, the initial deposit.
If an extension is required because of late
receipt of scholarship funds, it should
be requested in writing prior to June 27.
Scholarships in excess of the required
deposit will be deposited into your cadet
account to offset future fi nancial obligations.
Checks and requests should be made
    payable and addressed to:
    Treasurer, USMA
Offi cial Mail and Distribution Center
    646 Swift Road
    West Point, NY 10996-1905.
    All monies received (scholarship and
initial deposit) will be credited to the individual’s
    cadet account.
