I'll admit the Kerry website is poorly constructed and unhelpful, but from what I can tell scanning the whole website...
MARY PAPPEY- is the Service Academy Liaison person in his office.

Mary Pappey
Academy Coordinator
Mary serves as Academy Coordinator for Senator Kerry. She is responsible for accepting and processing all correspondence and applications for the United States Military Academies.
She works at the BOSTON OFFICE (address at the bottom of webpage).

Being incredibly early in this process is of no known benefit, other than being able to call the office to ensure all items were received and having time to resumit.
I would suggest contacting the office by phone after the long weekend and asking to speak with someone involved with Service Academy Nominations. Be polite and not demanding. Logically EVERYTHING is part of the process. Ask if there is any specific routing or "Atten To" markings that will make the paperwork easier for them to receive.
Good Luck
