Service Selection NROTC vs USNA

DS had an appointment to USNA but decided to go to a top public university in the NROTC. How much harder will it be to get one of the top service assignments to say aviation or SEALS from a top public school. I have heard after a year or two the two paths get close. Is that the consensus?
 
I'm not an expert obviously, but concerning NROTC you have the opportunity to only go into the following career paths right off the back: Aviation, Submarine, Nuclear, and Surface Warfare. I don't know for sure, but to get into SEALS there are only special circumstances in which some one would be assigned. I know that in NROTC you are guaranteed an active duty slot but I believe Aviation would be merited off of grades, performance, and application to flight school.
 
I am not 100% sure, but I think that there are equal opurtunities everywhere. From what I have heard, students of USNA have no "advantage" to where they end up going. It is all gradewise and how you compare with other students.

I spoke with a cadet at the USMA and he said that at graduation night, there is a table with cards for each different option (each one limited, of course.) You are called up by your class rank, choose, and then sit down. I don't know if this is 100% accurate, or if the Navy works the same way, but thisis what I was told.
