So while filling out the form I found out that we were supposed to mail the form in by May 1st. It says on the directions not to bring the form in with me as a carry on during I-day. If that's so, how should I turn in the form? Appreciate the help

Well, it's obviously past May. I would make a photo copy, MAIL the original, and bring the photo copy anyway. And, FWIW, I would bring a photo copy or original of EVERYTHING you filled out and mailed in. Along with everything you're suppose to bring with you. It's only paper, it doesn't weight much, and the military has a habit of misplacing paperwork.
