SMP Time in Service Question

So, I have a question.

If a cadet enlists in the NG prior to starting school, then starts school and ROTC and graduates and commissions as a SMP, how many of the NG years count for TIS in regard to Pay. In other words, would a newly commissioned 2LT start out with a pay scale of O-1 over 4 years. Does the NG time count one for one as TIS for pay. I know it does not count as TIS for promotion.

My son had 4+ years in USAR when he commissioned in May, 2015. He was SMP for just over 2 years while he finished up the degree he started prior to going to BCT and AIT. We were hopeful, but did not count our chickens until his first check from BOLC arrived on Dec. 1...but he was and has been paid as O-1 over 4 years! The extra $700 or so per month really helps out a young couple! He understands it does not count (one for one) for retirement purposes.

Everyone I know in this situation gets it counted. One common misconception among them is that they think it should be O-1E pay, which is incorrect. If I remember correctly, for the E pay, you must have atleast 4 years and 1 day or active duty time not just any time. O-1 with 4 years of SMP time is a bit generous in my opinion anyways.

DS is ECP commissioned. So he went into SMP a month after starting his freshman yr and did it for not quite 2 yrs. After commissioning he got paid as an O-1 with 0yrs experience, just now coming up on 1 yr.

The SMP tis may only apply to people that enlist prior to starting college and not ECP's?

What he got paid as might not be what he should've been paid as. I'm really not sure as I wasn't SMP so I've never looked into it so I'm not a good source on this subject. If I were a SMP grad, I'd take whatever I was given, like I said before I think it's much more generous than it needs to be.

QA1517: Did your DS attend BCT and AIT? I wonder if this could be the difference between your DS and mine? My DS actually had 16 1/2 months of AD time. His AIT (68K) was over 52 weeks of instruction...Still I acknowledge that he did not have the 3+ years of AD needed to max out the paygrade. I agree with Bull's assessment regarding 0-1E. We knew he did not qualify for that which I believe qualifies for additional BAH as well as retirement benefits.
