Some questions on an ROTC scholarship

Particularly Navy ROTC scholarship. I am attending The Citadel this fall and majoring in Chemical Engineering. In high school I had a 3.6 GPA, 25 ACT, a few sports, nothing spectacular, no clubs, a few extracurricular activities. Originally I had planned to apply for an ROTC scholarship after my first year in college, because needless to say I did not think my high school stats were competitive enough to get it.

I heard the ROTC scholarship applications just opened up again and I remembered one of my family friends could write me a recommendation letter. He is a retired Colonel in the Army, and he was also head of ROTC program at Embry-Riddle (Aeronautical University) and the local community college. Would a letter from this gentleman have any big impact on my chances?

Sorry for the long post but any information would be helpful.
 
Since you are going to the Citadel, I would suggest posting it on the SMP forum for ROTC...look under ROTC for publicly and privately funded Military.

You will get more response since this is ROTC, and that forum exists for schools like Citadel and VMI.

JMPO, 25 ACT is low for NROTC scholarships. You want to be @ 30 +/-.
