Subluxation of the shoulder

Hi, I subluxed my shoulder during football in august 2010 and the football season before that, but my subluxations have been limited to just football. The last time I subluxed my shoulder was mid to late September and in early october 2010, i had a procedure ,called PRP, done on my shoulder. Since I have had this procedure done, I have had absolutely no problems with my shoulder. I completed the USNA CFA with 19 pull-ups and 65 push ups and I have been regularly lifting for the last 6 weeks. My doctor who treated sent in a letter to DoDMERB explaining how my injury is healed and how it will not affect me in the future. Still, I have been medically dq'd. I was accepted to a NROTC unit and they have sent my medical packet to BUMED but I still want to be waived by DoDMERB for the USNA. Is a sublux an injury that is a write in for never being medically accepted or are there still options left for me? My exact dq code is D225.00, which is a "history of dislocations or subluxations or instability." I have never dislocated my shoulder and ever since I received treatment, I have been 100% healthy, so what can I do, send in, or articulate to DoDMERB for them to understand that my previous injury will not affect in the future?
