Submitting ACT scores: Priority report vs Standard Report

I am somewhat confused on the best way to send my ACT scores into my nomination sources offices. I see that the ACT website has two options: priority report and standard report. I was under the impression that a Priority report is a physical paper copy mailed to a location, whereas a standard report is usually used for colleges and is an online report.

I sent my a priority report to my two senators and congressman. It has been over a week and they still have not received them. Does anyone have any experience with the two submission types and which one is used for what?
 
recommend priority

DS did application to two acadamies and did ACT report each way. The priority is much quicker and will help the application to be completed quicker. The other way took about a month to get posted.
