Just from looking at the website it seems to be a sort of "supplemental" scholarship for students enrolling in ROTC. For example if a student doesn't win a four year scholarship but still wants to enroll in ROTC at a Texas institution; they could receive the up to $10,000 for cost involved in attending college. It also appears it could be used for room and board since ROTC cadets usually apply their scholarship towards tuition. I can't say for sure but that's what it appears to be.
