Not sure if this is meant as sarcasm or a genuine question, but insanity for a general intent crime is not going to work. The alleged thief may have some personality disorder or something, but it is not going to relieve her of criminal liability. The question is whether they court-martial her or administratively process out. With the value of the books, I would hope that she would go to a court-martial.
