It's not too late no, but that being said you must, must, must start now. Look over everything that needs to be done and check the deadlines. If you really want it you can finish the application in time but it's all up to you. The only potential issue i can see is SAT/ACT and Congressional Nominations. I don't know when your congressman's deadline for nomination applications is.
