Uniform allowance NROTC Marine Option

Can someone please tell me how the uniform allowance works? After receiving our financial aid award letter from Norwich, we noticed that the NROTC Scholarship line does not include uniform fees (which is about $2000 in the case of Norwich). I know the scholarship is supposed to cover these costs. Can anyone tell me how these fees are reimbursed?
