Recently, I received a presidential scholarship to Tulane University for $25,000 a year. Should I update my USNA packet with this information? If so, under what section? (I was thinking it would simply be counted as an "award," but does anyone else have a more highly educated opinion on this?

IMHO receiving a monetary scholarship to a civilian college would not be relevant to your USNA package.
Many SA applicants are being awarded similar offers in recognition of their academic accomplishments and are an incentive for the applicant to attend a particular institution.
Examples of awards that would be something to notify Admissions about: Baush & Lomb National Science award (National academic/college type awards), Athlete-Scholar, civic award, athletic accomplishment, volunteer recognition, etc.
