Upgrading Scholarships

I was awarded a Type 2 Four-Year AFROTC scholarship, which I´m happy about. My only concern is that I´m going to a very expensive school (got accepted last year) and I would really like to try and earn a Type 1 if I can. Next year, as a freshman, if I work my tail off and show that I´m Type 1 material, can I reapply in the hopes of getting an upgrade? If so, what are the chances that I´ll actually get one? I´ve got a pretty good high school record. A bit erratic in the extracurricular department, but I´ve got a 1520 SAT, 3.60 GPA, and good physical fitness (86.5 on the USAF Fitness chart). Total yearly cost for my school is estimated at about $45,000, so I´d really like to make up for that extra $30,000 if I can.
 
On another note, is it possible to exit the program after freshman year without having to pay back the scholarship money? I thought I read something somewhere about no obligation after only the first year.

Once the first day of the sophomore year starts, you will have to pay it all back.

As far as I know you can't upgrade your scholarship, but I'm not sure...
