Just went on my portal for c/o 2020 and it said my application was competitive and I do not need to upload any scores right now...what does this mean? Does this mean I am a qualified candidate and I have the green light to apply?

Once you open your application during the spring of junior year, there is a limited amount of the app that you can actually do. At this point, you are about as qualified as you get, and you have to wait for them to send you your candidate kit in early July (this is when you get promoted to "candidate status").

Not sure if you answered this, but I completed the PCQ on Sunday and it says that according to my status that my application is competitive. My status says my application is under consideration. So should I just update the site when I get my SAT scores back? What exactly is the candidate kit?
 
Candidate kit opens your list of forms that you have to complete in order to finish your app. This includes high school transcript request, school profile, the CFA, activities record (resume), drug and alcohol abuse statement, writing sample (3 essays), and letters of rec. When it says you are under consideration, I believe that is consideration for candidate status, which pretty much everyone will qualify for... You have to wait to go from "competitive status" to "candidate status".
 
Everything they provided above is true. After I did my PQ I was reviewed, not strong because I didn't submit test scores, then when I took my ACT in April, I submitted those scores in may and was deemed competitive. I was deemed with candidate status in July. You should here a response by then. I was notified on the first of july. You may here sooner in June since you're already deemed competitive. Anyway, between now and then you should start working out for the CFA and preparing to apply for nominations. Some congressmen have due dates as early as October 1. Also, nine times out of ten you will be selected for early selection(everyone granted candidate status before September is selected). If you get your candidate kit complete by Nov 1 after it becomes available in June-July it will look good. Even if you don't get appointed because of early selection, they take in consideration that you completed everything by Nov 1. That's what happened with me.
