Using scholarship money to cover expenses at USAFA Prep School

A young man who interns at my workplace is starting at the USAFA prep school next week. He has been trying to find out how to have third-party scholarship money that he was awarded (the check is apparently made out directly to him) applied to his account to help cover the cost of uniforms, books, etc. but hasn't had luck talking to anyone at the prep school who can provide him with much information. He has been told that he needs to work through the US Treasury department. Has anyone had experience with this? If so, any suggestions for a good contact person?

I'm double-posting this on both the Prep School forum and the USAFA forum in hopes of a response.
 
I went to Navy prep but I think all the academy prep schools are organized in a similar fashion. In addition to the student's paycheck each month, most expenses will be covered. I believe we had to pay for our own uniforms but it was automatically deducted from our accounts which were set up during the admin portion of our indoctrination.

If he already has an existing bank account with the scholarship money, then provide that account during the administration process. If he doesn't have a bank account yet, he can either wait to cash the check into the account the air force sets up for him (prob won't be able to do this during his boot camp period/indoctrination) or he can open a normal bank account, cash the check and then provide that account during his admin process at the prep school.

Definitely a unique question but I've never heard of anyone that had to go through the US Treasury Department to work out pay issues as a cadet.

Unfortunately my personal info is 30 years old....

...but at the USAFA Prep School at USAFA in CO (not one of the other Prep Schools like NMMI)...

...Day one you were enlisted in the AF Reserve as an airman basic...you got a DOD paycheck from that point on, some fees came out of your pay. You were required to save a thousand bucks (as I remember) for some of your first year fees at USAFA if you were selected at the end of the Prep school year.

You live in the dorms, eat at the chow hall...so the important things were already paid for.

Some of this might have changed over the years...but I didn't deal with the Prep School as an ALO.
