Someone had asked that same question on the USMA admissions Facebook page and were told that they are being sent out with all the other appointments in waves. I'm no expert but I believe offers to USMAPS are sent out weekly in much smaller numbers of course. If you are hoping to attend the USMAPS you could receive and offer any day.
