USNA 2nd Time

So currently, I am waitlisted for USNA. I will definitely be reapplying but am looking for some insight. In order to succesfully receive an appointment (and also be prepared for USNA) to USNA the second time, what would be a better school to choose? Norwich University or the College of the Holy Cross (with NROTC). I'm leaning towards HC, but am just looking for some other opinions. I've already read the reapplying thread too and have found some great advice there.

USNA recommends a 4-year college. The one exception IMO is if you feel you need additional academic prep, help with study skills, etc. that can be provided by a prep school.
