If you don't get a waiver this time around can you reapply next year or is it final?

My brother didn't get a waiver and he got the news a while ago. So he asked if there was anything else he could do. They told him that he could send in anything else like doctors letters, and they would look at his file again. He hasn't gotten any reply yet. It's been about 2 months.

It may have nothing to do with his medical status...if he's not competitive for an offer of appointment, there won't be any further medical consideration OR they just may have a substantial workload at this time
