What does "released by" mean

On the bottom of the USAFA application portal, it has a released by date that seems to randomly update. What exactly does that mean? Does that mean every time the board reviews your application it updates?

I recall this question coming up last year. It think the change in date is only an update in their software. It's not an indication of when your application is reviewed.
