What does this mean?

This was on the DoDMERB website for my sons "My Application" page :

Agency: ' US Merchant Marine Academy
Admission Status: Offer Extended
Admission Status Change Date: 23-DEC-2009
Current Medical Status: Qualified (as of 30-DEC-09 )

Does this mean he was admitted? He never finished the application. Very confusing!!

I had the same status and was offered an appointment via mail about a week later.

On the other hand, I also have the same status, and I am not even applying (have not submitted a single document)...
