I applied last year and got all the way to May before receiving a letter that said "you have been found fully qualified for admission but cannot be admitted based on class numbers." Is that a TWE? If not, what is that? Currently reapplying, btw.

TWE stands for "tiny white envelope," which references the small white letter candidates get when they are not selected for an appointment. That letter you received (either physically or over the portal) was indeed a TWE. It is also known as a QNS (or qualified, not selected) letter.

Best of luck with the reapplication. I'm in the exact same boat. 2020 will be our year.

Actually, thin white envelope. Good news generally comes w/ an envelope full of enclosures (BFE=big fat envelope).
