What is an 'ISR'?

I was called by a CPO who is working over my NROTC package and said that I have been selected for 'ISR' status for NROTC. I did some googling since I had never even heard of that phrase and I think it's some sort of priority status for the scholarship but I'm not sure. Can anyone give me any information about the benefits/negatives of 'ISR'? Do I need to have my DoDMERB completed for this kind of thing to take effect, or can I wait until I've been picked up to be screened by DoDMERB?
The Chief also mentioned an interview, so I'd like to ask if the interview is similar to the NROTC one or if it's much more personal like USNA's BGO interview?

Each Navy Recruiting District CO is authorized X number of ISR slots per year. They can award them as they so choose. Some give them to top applicants, some give them to applicants they really like but that they don't think are quite competitive enough to make it through the board selection process. It depends. Either way, it's a good thing! The NRD COs will generally select a group of students that they want to consider for ISRs, they'll interview them all, and then they'll select the ones they want to award the ISR.

The ISR is a National Scholarship- no differences in benefits or requirements. No, it won't affect the DODMERB timeline.
