When do plebes leave?

Do plebes have to stay until graduation or are they allowed to go home earlier then that?

As of yesterday, there are no plebes at USNA! A fine point, but important to the Midshipmen 4/c of 2019.

Some of them were already gone on Block Zero training, the first block of summer training or leave which starts right after final exams.

The rest are getting briefings for summer training, doing other required stuff, goofing off, packing up gear for storage (their Bancroft Hall rooms are used for summer campers, other summer training, incoming class of 2020). Somewhere in this period, they usually get a few days after exams of what is called "inter-sessional leave." If not gone on Block Zero, they are required to be at graduation, after which they slap on their 3/c shoulder boards, and either scatter on Block 1 leave or check in for their next training block that afternoon or the weekend. Two more training or leave blocks follow (2 and 3), and then it all starts again with the Reform of the Brigade in late August at the start of the ac year.
 
Most (if not all) 4/C on Block Zero leave had to return NLT today for tomorrow's Color Parade. If they're around, I'm confident they'll be required to attend graduation.
 
My son had Zero Block leave, but was required to return yesterday, May 25th. I think all of the 4/C's will be back for the Commissioning ceremony.
 
That would make sense from what I've seen all week. Today's color parade seemed to have @ half the brigade in it; the rest seemed to be elsewhere.
