When does the admissions board meet to make their decisions of appointment winners? Is it weekly/what day?

How do they decide which district to review?

Also, will they wait until all nominees from a district have a completed packet before making a decision on the slate "winner"?

Yes, Tuesday's.

The RC recommends which districts to award appointments to.

Depends on how close it is. Most of the time they don't need to wait on them all to finish. That's why everyone says get done early.
