I am applying to the USMA and the USNA but I don't think that my grades and test scores are on par with the academy standards, but my leadership and ec's are great. Is that the kind of person that is admitted into the prep schools?

Do you need the Congressional nomination to go to the prep schools still?

Nominations are not needed for the prep schools but you are not applying to those. You are applying to the Service Academy and therefore you will want to present your stongest packet and sell yourself with that as your goal. If the addmissions board finds something within you that they feel makes you a stong candidate for their institution then they will offer you the appointment where they feel is best suited for you...that could be direct admission, prep school, or foundation program.
